The Manpower Development and Training Act of 1962 endeavored to train and retrain thousands of workers unemployed because of automation and technological change. Kennedy told the legislators that "Large scale unemployment during a recession is bad enough, but large scale unemployment during a period of prosperity would be intolerable."
